WHO WE ARE
Don't Rely On Luck. Trust Your Neighbor.
Kismet Fence is a locally owned Licensed Contractor, No. 0446811126. Our shop is in Farmington, about 35 miles and 38 minutes from Avoca.
Avoca is a Benton County town of about 500 people with an unusually specific fence code. Fences can be 8 feet tall but have to sit at least 8 feet back from the edge of the pavement. Posts go on the inside, and the code names the materials a fence cannot be made of.
We confirm every job with Town Hall, (479) 621-5921, where Avoca registers requests to build.
Avoca’s code is strict about what a fence is made of. It bans pallets, sheet metal, barn tin and chicken wire as fence material, and requires missing boards to be replaced in kind.
We agree with the idea, and we start where it matters most: deeper post holes.
Wood gates hang on metal frames and metal posts, which keeps them from sagging.
Our workmanship warranty is good for the lifetime of the fence.

CUSTOM WOOD & PRIVACY FENCES
Avoca allows fences up to eight feet, and wood is squarely within the traditional materials its code calls for.
Eight feet off the pavement: every fence in Avoca has to sit at least 8 feet from the edge of the pavement, so the front run starts there.
Posts inside: in residential districts the posts and rails stay inside or hidden. We build them that way.
Styles: cedar or pressure-treated pine, in side-by-side, board-on-board, shadowbox or horizontal layouts with dog-ear pickets.
RVs and boats: one boat, trailer or RV can be kept outdoors, and in a side or back yard it has to be screened by a wall, fence or hedge at least 6 feet tall.
Corner lots: a 25-foot triangle stays open between 2 and 8 feet above the curb.
See our cedar fences, pressure-treated pine fences, horizontal fences and steel post upgrade.
ORNAMENTAL STEEL & ALUMINUM
Avoca requires all exposed steel to carry a color finish coat and rust protection, and unlike nearby towns it makes no exception for galvanized steel. Black ornamental steel comes finish-coated, which fits the rule.
Styles: flat top, extended picket and puppy picket in aluminum, or welded steel in black.
Placement: 8 feet back from the pavement, and out of the 25-foot triangle on a corner lot.
Pools: Avoca leaves pool barriers to the state pool code.

RESIDENTIAL & COMMERCIAL CHAIN LINK FENCES
Chain link needs a second look in Avoca. The code requires exposed steel to have a color finish coat with no exception for galvanized, so we quote black vinyl-coated chain link here and confirm it with Town Hall.
Not allowed: hog wire, chicken wire and livestock panels are banned as fence material.
Commercial: a B1 or B2 business that borders a home needs a wood or masonry fence at least 6 feet tall between them.
Pools: a pool barrier needs 1-1/4-inch mesh, because standard 2-inch chain link is too open for the pool code.
VINYL & COMPOSITE
Avoca limits fences to traditional materials and lists what is banned: livestock panels, pallets, sheet metal, hog and chicken wire, barn tin and corrugated metal. Vinyl and composite are not on the banned list, and we confirm them with Town Hall before quoting.
Vinyl: solid privacy panels, in white or in tan.
Composite: SimTek, Trex, FenceTrac and TimberTech.
Upkeep: fences have to stay upright and keep their original finish, which is simple with a fence that needs no stain.

FARM & RANCH FENCES
Avoca allows horses and cows in any zone with at least 2 acres of pasture, at no more than one animal per acre. A shelter for them has to sit at least 100 feet from neighboring property lines.
Barbed wire and electric: prohibited on lots under 1 acre.
Materials: livestock panels, hog wire and chicken wire are banned as fence material, so we confirm the farm fence type with Town Hall before quoting.
What we build: traditional field fence, no-climb horse fence, high-tensile wire and welded pipe.
GATE AUTOMATION
A driveway gate in Avoca starts 8 feet back from the pavement, the same as the fence.
Gate types: walk gates, swing gates for estate drives, and sliding or cantilever gates.
Openers: solar-powered or hard-wired, opened from a keypad, a remote or a phone.
Steel: Avoca requires exposed steel on a gate to have a color finish coat, the same as on the fence.

Avoca Fence Rules Code & Permit Guide
Avoca keeps its fence rules in its Zoning Code, adopted in 2017. It allows fences up to 8 feet and is unusually specific about materials and distance from the road. This is what the code says, and where it came from.
Read the CodeWe confirm the permit question with Town Hall, (479) 621-5921, before every job.
How Tall And Where
Up to 8 feet, and at least 8 feet back from the pavement.
How tall can my fence be?
8 feet, unless the Planning Commission approves more. Tennis courts and other recreation areas are exempt from the height limit (Sec. 10).
How close to the road can it go?
8 feet from the pavement. Every fence in Avoca has to be at least 8 feet from the edge of the pavement.
Can my fence go in a setback?
Yes, if visibility stays clear. A fence, wall or sign may sit inside a setback if it does not block visibility (Sec. 9).
What about corner lots?
Keep a 25-foot triangle open. On an Avoca corner lot where two-way streets meet, a triangle reaching 25 feet from the corner along each street-side property line has to stay clear of anything that blocks vision between 2 and 8 feet above the curb.
Materials And Construction
Avoca is one of the few towns that spells out which materials a fence can be made of.
What materials are allowed?
Traditional fencing materials. Avoca bans livestock panels, pallets, sheet metal, hog and chicken wire, barn tin and corrugated metal as fence material. Chain link is acceptable.
Which side faces out?
The finished side. Residential fences are built with the posts and rails facing in, or hidden from the outside. The rule is waived where the fence borders a nonresidential district, or where the neighbor agrees to a plan with the posts on their side.
Do steel posts need a finish?
A color finish coat. Avoca requires exposed steel to have a color finish coat and protection against rust. Unlike some nearby towns, its code makes no exception for galvanized steel.
How does a fence have to be kept up?
As built. Avoca expects a fence to stand upright and keep the finish it was built with. Missing boards, pickets and posts have to be replaced promptly with the same type and quality.
Barbed Wire, Animals And RVs
Three rules for bigger lots.
Can I put up barbed wire or an electric fence in Avoca?
Only on 1 acre or more. Avoca prohibits barbed wire and electric fences on lots under 1 acre.
Can I keep horses or cows?
On 2 acres or more. Horses and cows can be kept in any zone with at least 2 acres of pasture and no more than one per acre. A shelter for them has to sit at least 100 feet from neighboring property lines (Sec. 5).
Do I need a fence for my RV, boat or trailer?
In a side or back yard, yes. One boat, trailer or RV can be kept outdoors, and in a side or rear yard it has to be screened from neighboring land by a wall, fence or dense hedge at least 6 feet tall.
Permits And Neighbors
Avoca routes building authorizations through Town Hall.
Do I need a permit for a fence?
We check with Town Hall. Avoca’s code does not list a separate fence permit, but requests to build are registered at Town Hall and authorizations are issued there. We confirm with Town Hall, (479) 621-5921, before we build.
What if my home backs up to a business?
The business screens it. Where a B1 or B2 business borders a home or residential district, a wood or masonry fence at least 6 feet tall has to go between them (Sec. 7).
What if a fence breaks the rules?
Fines up to $500. A violation is a misdemeanor with a fine of up to $500, and a continuing violation can be fined up to $250 a day (Sec. 14).
Pools
Avoca’s code leaves pool barriers to the state code, which sends them to the International Swimming Pool and Spa Code.
Does a pool need a permit?
Plan on one. The state residential code exempts only small prefabricated pools under 24 inches deep, and the barrier has to meet the rules below.
How tall does a pool fence have to be?
48 inches, measured on the outside of the fence, and that height has to hold for 3 feet out from the fence so nothing outside becomes a step up.
How big can the gaps be?
Smaller than a 4-inch ball. No opening may let a 4-inch sphere through, and the gap under the fence can be no more than 2 inches over grass or gravel, or 4 inches over concrete.
Can I use chain link around a pool?
Only small mesh. Chain link openings can be no larger than 1-3/4 inches, so standard 2-inch mesh does not qualify. We use 1-1/4-inch pool mesh.
Does it matter which side the rails are on?
Yes. If the tops of the horizontal rails are less than 45 inches apart, the rails go on the pool side and pickets can be no more than 1-3/4 inches apart. With rails 45 inches or more apart, pickets can be up to 4 inches apart.
What does the gate need?
Self-closing and self-latching. It must open away from the pool and take a lock, with the latch release at least 54 inches up unless the release is on the pool side. On a double gate, one leaf stays secured in place.
