WHO WE ARE
Don't Rely On Luck. Trust Your Neighbor.
Kismet Fence is a locally owned Licensed Contractor, No. 0446811126. Our shop is in Farmington, about 28 minutes from Cave Springs.
Cave Springs grew from about 1,700 people in 2010 to about 5,500 in 2020. On a platted lot, the plat matters as much as the city code: the standard Cave Springs plat lets the city and utility companies prohibit fences inside easements.
The city itself has no fence chapter. Its zoning regulations treat a fence as a structure that can sit in a setback if it keeps sight lines clear, and the state code asks for a permit only above seven feet.
So before we quote a Cave Springs fence, we read your plat and your HOA rules along with the code.
In Cave Springs the paperwork is light and the lot is the hard part. A six-foot fence needs no permit, but an easement on the plat can rule out the line you had in mind.
Once the line is settled, the build is what counts, and ours starts with deeper post holes.
Wood gates are framed in metal and hung on metal posts so they stay square.
The workmanship is warrantied for the lifetime of the fence.

CUSTOM WOOD & PRIVACY FENCES
Cave Springs sets no general fence height for a single-family lot, and the state code asks for a permit only above seven feet. A six-foot cedar or pine privacy fence needs no city permit.
Check the HOA: the city does not cap the height, but your HOA covenants may, so send them over when you ask for a quote.
Easements: on a platted lot, the plat can let the city and utilities prohibit a fence inside a utility easement. We look at the plat before we set a post.
Styles: side-by-side, board-on-board, shadowbox or horizontal, in cedar or pressure-treated pine with dog-ear pickets.
Posts and gates: metal gate frames and metal gate posts on every job, with PostMaster steel posts as an upgrade.
See our cedar fences, pressure-treated pine fences, horizontal fences and steel post upgrade.
ORNAMENTAL STEEL & ALUMINUM
Cave Springs lets a fence sit inside a setback only if it does not block site visibility, and it gives no fixed sight triangle to measure. Near a street corner or a driveway, a fence you can see through is the safe way to stay inside that rule.
Styles: flat top, extended picket and puppy picket aluminum, and black welded steel.
Subdivisions: if your HOA specifies a metal style or color, we build to its spec.
Pools: pools need a permit from the Building Department, and the barrier follows the state pool code.

RESIDENTIAL & COMMERCIAL CHAIN LINK FENCES
Chain link is the lowest-cost way to fence a Cave Springs back yard or a dog run, and at 7 feet or under it needs no city permit.
Residential: galvanized or black vinyl-coated mesh. Check your HOA covenants first, since the city has no rule against chain link but a subdivision might.
Commercial: heavier mesh with security options and privacy slats.
Pools: pool runs use 1-1/4-inch mesh, since standard 2-inch chain link does not meet the state pool code.
VINYL & COMPOSITE
With no city height cap and no permit at 7 feet or under, a vinyl or composite fence in Cave Springs comes down to your plat and your covenants.
Vinyl: solid privacy panels in white or tan with a heavier wall than big-box panels.
Composite: Trex, SimTek, TimberTech and FenceTrac.
Low upkeep: nothing to stain or seal, and nothing that rots.

FARM & RANCH FENCES
Cave Springs zoning allows small livestock on residential land for family use, as long as the animals are properly fenced in. The limit is one head per acre of cows, horses, sheep, goats, pigs or similar animals.
What we build: woven field fence, no-barb horse fence, high-tensile wire, welded pipe and livestock panels.
Barns and corrals: stables, barnyards and corrals are allowed on the same family-use basis, so we work out the acreage first and the fence second.
GATE AUTOMATION
A driveway gate in Cave Springs sits where the city’s one fence rule applies: it cannot block the view where the drive meets the street.
Gate types: walk gates, estate swing gates, sliding gates and cantilever gates.
Openers: solar or hard-wired, with keypad, remote or phone control.
Before we build: we check the plat for an easement across the front of the lot and the HOA rules for gate style.

Cave Springs Fence Rules Code & Permit Guide
Cave Springs has no fence chapter. What governs a fence here is spread across the city Planning and Zoning Regulations, the plat recorded on your lot, and the state residential and pool codes. This is what each one says, and where it came from.
Building DepartmentNo permit for a fence 7 feet or under. Taller fences and pools need a permit from City Hall, (479) 248-1040.
How Tall Can My Fence Be?
Cave Springs does not set one fence height for every house. The heights in its zoning regulations belong to particular districts and uses.
Is there a height limit for a fence around my house?
Not a citywide one. The zoning regulations set no general fence height for single-family lots. The working ceiling is the state permit line: a fence over 7 feet needs a building permit. Your HOA may set a lower limit.
What about apartments and townhomes?
Six feet for a boundary wall in the RM-12 Low-Rise Multi-Family district, measured from the ground level of the adjoining property, with boundary hedges held to six feet too.
Can a tennis court fence go higher?
Ten feet in RM-12, with the permission of the abutting neighbors.
Are waterfront lots different?
Three feet for a solid wall or hedge along a waterfront in RM-12, and up to six feet where the fence is partly open. Heights there are measured from the crown of the adjacent street.
Who settles a height dispute?
A licensed professional. In RM-12, a registered civil engineer, land surveyor or architect can conclusively determine a disputed height.
Where Can A Fence Go?
In Cave Springs a fence is legally a structure. The zoning regulations then carve out an exception that lets it sit inside a setback.
Is a fence really a structure?
Yes. The city definition of a structure expressly includes fences, along with swimming pools, poles and signs.
Can my fence go inside the setback?
Yes, with one condition. Signs, fences and walls are allowed within setbacks provided site visibility is not obstructed.
What about corners and driveways?
Keep the view open. The regulations give no fixed sight triangle for this exception, only the rule that visibility is not blocked. Near a street corner or a driveway, a lower or open fence keeps you inside it.
Can I fence inside a utility easement?
Often not. The standard Cave Springs plat certificate gives the city and utility companies the right to prohibit fences within easements and to remove or trim trees there. Check your plat before you set a post.
Do the same rules apply to a shed?
No. Accessory buildings must sit at least ten feet from a rear lot line, stay out of public easements and off known utility or septic lines, and cover no more than 10 percent of the lot.
Permits
Cave Springs has no building code of its own. Its Building Department enforces the State of Arkansas codes, so the permit answer comes from the state.
Do I need a permit for a 6-foot privacy fence?
No. The Arkansas Residential Code exempts fences not over 7 feet from a building permit, and the city zoning regulations add no fence permit of their own.
What if the fence is taller than 7 feet?
You need a building permit. The state exemption stops at 7 feet. Call the Building Department at City Hall, (479) 248-1040, before you order material.
Does no permit mean no rules?
No. The state code says an exemption does not authorize work that breaks any other law or ordinance. Setbacks, sight lines, easements and HOA covenants all still apply.
What does the Building Department take applications for?
Business licenses, demolition, pools, residential building, subcontractors and miscellaneous work. There is no fence application on the list.
Pools
The state residential code sends pools to the International Swimming Pool and Spa Code. Its barrier rules decide what a pool fence in Cave Springs must be.
How tall does a pool fence have to be?
48 inches, measured on the outside of the fence, and that height has to hold for 3 feet out from the fence so nothing outside becomes a step up.
How big can the gaps be?
Smaller than a 4-inch ball. No opening may let a 4-inch sphere through, and the gap under the fence can be no more than 2 inches over grass or gravel, or 4 inches over concrete.
Can I use chain link around a pool?
Only small mesh. Chain link openings can be no larger than 1-3/4 inches, so standard 2-inch mesh does not qualify. We use 1-1/4-inch pool mesh.
Does it matter which side the rails are on?
Yes. If the tops of the horizontal rails are less than 45 inches apart, the rails go on the pool side and pickets can be no more than 1-3/4 inches apart. With rails 45 inches or more apart, pickets can be up to 4 inches apart.
What does the gate need?
Self-closing and self-latching. It must open away from the pool and take a lock, with the latch release at least 54 inches up unless the release is on the pool side. On a double gate, one leaf stays secured in place.
Does the pool need a permit?
Yes. The Building Department has its own pool permit application.
Animals And Livestock
Cave Springs zoning allows small livestock on residential land, and fencing is the condition.
Can I keep a horse or goats?
One head per acre. Cows, horses, sheep, goats, pigs, ostriches, emus or similar animals are allowed at no more than one per acre, for family use only, provided they are properly fenced in or otherwise confined.
Are barns and corrals allowed?
Yes, as incidental uses on the same family basis: stables, barnyards and corrals, not a commercial operation.
Commercial Sites And Screening
Most of the fence language in the city regulations is written for commercial and industrial property.
What has to be screened?
Service areas. On site plans other than industrial, service yards, utility meters and hardware, mechanical equipment and refuse areas must be screened from public view with walls, fencing, planting or a combination.
Is industrial screening different?
It has to work all year. Industrial screening must be equally effective in winter and summer, which rules out relying on deciduous planting alone.
How tall can a salvage yard fence be?
Eight feet. Salvage and wrecking yards must screen interior areas with a uniform, neat, maintained fence no taller than eight feet, with no storage between the street and the screen and nothing stacked above it.
Are gates and guard houses allowed?
Yes. Guard houses, gates, fences and walls are listed accessory uses on nonresidential property.
What about an outdoor dining area?
36 inches. The city defines a sidewalk cafe as outdoor dining not enclosed by a fence or visual barrier over 36 inches.
Do new subdivisions need fencing?
Around detention ponds. Detention and retention pond fencing must be in place before the city accepts the improvements in a new subdivision, along with sod and aeration.
Building Near The Cave
Cave Springs sits over karst, and its cave is home to the largest known population of the Ozark cavefish, a federally threatened species. The city karst rules protect that water.
Does the karst overlay limit my fence?
Not directly. The Karst Overlay criteria deal with what could reach the groundwater, such as fuel, oil, nitrates, phosphates, pesticides and sediment. They say nothing about fence height or posts.
So why does it matter on a fence job?
Sediment. Loose soil is one of the listed contaminants, and the city drainage manual sets four water quality protection zones over the recharge area of the cave. Keep dug soil contained and out of drainage paths, especially close to the cave.
Who decides karst projects?
The City Council. A Karst Overlay conditional use needs published notice, notice to owners within 200 feet and a public hearing, and every application goes to the City Council for final disposition. That is for development, not a backyard fence.
Is this only a Cave Springs issue?
No. The water quality requirements were developed with Rogers, Lowell and Springdale as well as Cave Springs, along with state and federal agencies.
Zoning Labels Do Not Travel
District names and code locations in Cave Springs do not match its neighbors.
Is R-4 the same here as in Bentonville?
No. In Cave Springs, R-4 is single-family residential. In Bentonville, R-4 is high density multifamily, and Springdale uses SF-4. Never read a district label across a city line.
Where does the zoning text live?
In a separate document. The Code of Ordinances adopts the Planning and Zoning Regulations by reference, so the fence language is in that document, adopted by Ord. O-2016-16 and amended since, after a major 2012 rewrite.
Is the online code current?
Not always. American Legal Publishing, which hosts the Cave Springs code, notes that the posted code may not reflect the most recent ordinances. Check with City Hall for anything new.
Who To Call, And What To Check First
Three calls cover almost every Cave Springs fence.
Who answers fence questions at the city?
The Building Department at City Hall, 134 N. Main Street, (479) 248-1040.
Should I call 811 first?
Yes. Arkansas 811 marks buried utilities for free, and it is required before digging.
What if my HOA has its own rules?
They apply on top. Covenants often set height, style and color limits the city does not. Get HOA approval before you order material.
