WHO WE ARE

Don't Rely On Luck. Trust Your Neighbor.

Kismet Fence is a locally owned Licensed Contractor, No. 0446811126. Our shop is in Farmington, about 17 miles and 22 minutes from Elm Springs. We have built here before, including the black aluminum pool fence in the photo above.

Elm Springs sits immediately west of Springdale and has about 2,400 people. Its development code sets no maximum fence height. What it regulates is the front of the house: a fence there can be solid only up to 30 inches, and chain link has to stay behind the front of the house.

The code also spells out which fences can sit in a utility easement, and on what terms. We read it before we set a line.

Elm Springs lets wood, chain link and wire fences sit in a utility easement, with a catch. If the city or a utility needs in, it can take the fence down and put it back without paying for damage.

So we look at the easements before we choose the line.

From there, the build is the same as everywhere we work, starting with deeper post holes.

Wood gates are hung with metal frames on metal posts to stop sagging.

The workmanship is under our warranty for the lifetime of the fence.

After getting a few quotes on an aluminum fence, we decided to go with Kismet. They came in at a very competitive price, their communication was timely, and they were reliable with our time. They clearly laid out the project, materials, and timing and action. All delivered as outlined. Due to some miscommunication, there was a slight discrepancy in the execution of the project. Once it was elevated, they immediately addressed it the next day and corrected the issue without adding cost. They operate with integrity, and I would highly recommend using them.

We had wanted some type of privacy screening to hide our propane tank and kayaks but didn’t really have and Idea of what would look best or how to go about it . After meeting with Alex Duenas upon his recommendation we went with a shadow Box style . After studying the our home and landscape Alex recomendad the shadow box be ran horizontally instead of Vertically. The siding on our house is a horizontal run so he felt it would be best suited . John and Elias if Kismet Fence were the installers . They started at 10 on Saturday morning and worked to completion by 7:00 pm. Sat evening . John and Elias’s craftsman ship is impeccable and when they cleaned the area after I didn’t find a scrap of lumber or a nail or screw anywhere . I highly recommend kismet Fence and craftsman John and Elias . We could not be happier . Thank you Alex, John and Elias for a superb job !!!

CUSTOM WOOD & PRIVACY FENCES

Elm Springs sets no maximum fence height and no fence permit in its code, so a six-foot privacy fence behind the house needs no city paperwork. We still confirm with City Hall before each job, because the city takes accessory structure applications.

In front of the house: a fence can be solid up to 30 inches. Anything above that has to be see-through, so the house can be seen from the street. Properties zoned R-A are exempt.

Easements: a wood privacy fence may sit in a public easement that is not a drainage easement, but the city or a utility can remove it for access and is not liable for damage.

Drainage: no fence can go in a drainage easement where it would slow the water.

Styles: cedar or pressure-treated pine, side-by-side, shadowbox, board-on-board or horizontal, with dog-ear pickets.

See our cedar fences, pressure-treated pine fences, horizontal fences and steel post upgrade.

ORNAMENTAL STEEL & ALUMINUM

In front of an Elm Springs house, a fence taller than 30 inches has to be see-through. That makes aluminum or steel pickets the way to get height in the front yard.

Built here: the black aluminum pool fence at the top of this page is one of ours in Elm Springs.

Styles: flat top, extended picket and puppy picket in aluminum, plus black welded steel.

Pools: no part of a pool can be built in a public utility easement, and the barrier follows the state pool code.

VINYL & COMPOSITE

Vinyl and composite are solid fences, so in Elm Springs they belong behind the front of the house. In front, a solid fence stops at 30 inches.

Vinyl: solid privacy panels in tan or white.

Composite: SimTek, FenceTrac, Trex and TimberTech.

Easements: the code names wood privacy, chain link, field fence and barbed wire as fences that may sit in a utility easement. Vinyl is not on that list, so we keep it out of easements or confirm with the city.

Farm & Ranch Fences

FARM & RANCH FENCES

Elm Springs allows barbed wire for agriculture in its R-A district. Everywhere else, barbed wire and razor wire cannot be visible from the street.

Easements: field fence and barbed wire may sit in a public easement that is not a drainage easement.

Backyard fowl: chickens and other fowl need a secure fenced enclosure of at least 100 square feet.

What we build: field fence, no-climb horse fence, high-tensile wire, welded pipe and livestock panels.

GATE AUTOMATION

A driveway gate in front of an Elm Springs house follows the front-of-house rule: solid only up to 30 inches, and see-through above that.

Gate types: walk gates, estate swing gates, and sliding or cantilever gates, in open picket designs for the front.

Openers: solar or hard-wired, worked from a keypad, remote or phone.

Visibility: the city decides whether a fence or gate blocks the view of drivers or pedestrians, so we keep driveway gates open in design.

Elm Springs Fence Rules Code & Permit Guide

Elm Springs keeps its fence rules in its Development Code, revised in March 2025. It sets no maximum height, but it regulates what goes in front of the house and what can sit in an easement. This is what the code says, and where it came from.

Planning/BuildingNo fence permit in the code. Permits and questions go through the City Clerk’s office.

How Tall Can My Fence Be?

Elm Springs does not set one maximum height. What it regulates is the front of the house.

Is there a height limit?

No set maximum. Elm Springs’ development code does not cap fence height. It allows fences in any setback as long as they do not materially impede the view of drivers or pedestrians, as the city determines (Sec. 5.07).

What can go in front of my house?

Solid up to 30 inches. In front of the house, a fence can be solid up to 30 inches tall. Any part above 30 inches cannot block the view of the house from the street, so the taller part has to be see-through. Properties zoned R-A are exempt.

Can I put chain link in front of the house?

No. Chain link is prohibited closer to the street than the front of the house (Sec. 5.07).

Easements

Elm Springs spells out which fences can sit in an easement, and on what terms.

Can my fence go in a utility easement?

A movable one can. Field fence, barbed wire, chain link and wood privacy fences may sit in a public easement that is not a drainage easement. If the city or a utility needs access, it can take the fence down and will put it back about as it was, without paying for any damage (Sec. 6.08).

What about brick, stone or masonry?

Only with approval. Walls and brick or stone fences can go in a public easement only if the Planning Commission allows it after every utility with access signs off in writing, and the owner pays for any damage or relocation.

What about drainage easements?

Not if it would slow the water. No fence can go in a drainage easement where it could impede drainage.

Can a pool go in an easement?

No. No part of a pool, in-ground or above-ground, can be built in a public utility easement.

Barbed Wire And Animals

Two rules cover wire and backyard animals.

Can I use barbed wire?

Not where the street can see it. Razor wire and barbed wire are prohibited if visible from the street, except barbed wire used for agriculture in the R-A district (Sec. 5.07).

What do backyard chickens need?

A secure fenced enclosure of at least 100 square feet. Elm Springs requires fowl to be kept in one.

Permits

Elm Springs’ code has no fence permit.

Do I need a permit for a 6-foot privacy fence?

Usually not, but we check. Elm Springs’ development code has no fence permit, and the state residential code exempts fences up to 7 feet from a building permit. The city does take accessory structure applications, so we confirm with City Hall before every Elm Springs job.

When does a fence need the city’s OK?

Masonry in an easement, and temporary construction fencing. Brick or stone fences in an easement need Planning Commission approval, and temporary construction fencing is allowed only with an active construction permit and has to come down when the work is done.

Corners And Driveways

Visibility is the one test every fence in Elm Springs has to pass.

What about corner lots and driveways?

The city decides. Fences can go in any setback as long as they do not materially impede the view of drivers or pedestrians, as the city determines (Sec. 5.07). We keep corner and driveway runs low or see-through.

Pools

Elm Springs’ development code leaves pool barriers to the state code, which sends them to the International Swimming Pool and Spa Code.

Does a pool need a permit?

Plan on one. The state residential code exempts only small prefabricated pools under 24 inches deep, and the barrier has to meet the rules below.

How tall does a pool fence have to be?

48 inches, measured on the outside of the fence, and that height has to hold for 3 feet out from the fence so nothing outside becomes a step up.

How big can the gaps be?

Smaller than a 4-inch ball. No opening may let a 4-inch sphere through, and the gap under the fence can be no more than 2 inches over grass or gravel, or 4 inches over concrete.

Can I use chain link around a pool?

Only small mesh. Chain link openings can be no larger than 1-3/4 inches, so standard 2-inch mesh does not qualify. We use 1-1/4-inch pool mesh.

Does it matter which side the rails are on?

Yes. If the tops of the horizontal rails are less than 45 inches apart, the rails go on the pool side and pickets can be no more than 1-3/4 inches apart. With rails 45 inches or more apart, pickets can be up to 4 inches apart.

What does the gate need?

Self-closing and self-latching. It must open away from the pool and take a lock, with the latch release at least 54 inches up unless the release is on the pool side. On a double gate, one leaf stays secured in place.
