WHO WE ARE
Don't Rely On Luck. Trust Your Neighbor.
Kismet Fence is a locally owned Licensed Contractor, No. 0446811126. Our shop is in Farmington, about 30 miles and 33 minutes from Highfill.
Highfill is a town of about 1,600 people on Highway 12 in west-central Benton County, between Bentonville and Gentry. It requires a fence permit, allows fences up to 8 feet, wants posts and rails on the inside, and bans barbed wire and electric fence on lots under 2 acres.
We file the permit application with the city, with our contractor license attached, and post the permit where it can be seen from the street as Highfill requires.
Highfill wants the permit posted in view of the street before any inspection. We build the same way whether or not anyone is checking.
Post holes are dug deeper, because that is what holds a fence up in year ten.
Wood gates get metal frames and metal posts so they do not drag.
The workmanship is covered by our warranty for the lifetime of the fence.

CUSTOM WOOD & PRIVACY FENCES
Highfill allows fences up to eight feet and requires a fence permit, which we pull for you. A six-foot privacy fence is a routine job here.
Posts inside: residential fences keep the posts and rails inside or hidden from view. We build them that way.
Styles: cedar or pressure-treated pine, side-by-side, board-on-board, shadowbox or horizontal, with dog-ear pickets.
Steel posts: exposed steel that is not galvanized needs a color finish coat, and the steel posts we use are galvanized or coated.
RVs and boats: a boat, trailer or RV kept in a side or back yard has to be screened by a wall, fence or dense hedge at least 6 feet tall, and a wood privacy fence is the usual answer.
Corners: on a corner lot a 25-foot triangle stays open between 2 and 8 feet above the curb.
See our cedar fences, pressure-treated pine fences, horizontal fences and steel post upgrade.
ORNAMENTAL STEEL & ALUMINUM
Highfill keeps a 25-foot triangle open where two-way streets meet, and nothing between 2 and 8 feet tall can block the view inside it. Near a corner, we plan the fence line around the triangle.
Finish: black ornamental steel comes finish-coated, which is what Highfill requires of steel that is not galvanized.
Styles: flat top, extended picket and puppy picket aluminum, plus welded steel.
Pools: Highfill’s residential permit application includes a swimming pool permit, and the barrier follows the state pool code.

RESIDENTIAL & COMMERCIAL CHAIN LINK FENCES
Chain link goes through the same Highfill fence permit as wood, and galvanized mesh already meets the city’s rule for exposed steel.
Residential: galvanized or black vinyl-coated mesh up to 8 feet.
Businesses: commercial-grade mesh, with slats or security options where a site needs them. A C-2 business that borders a home owes an opaque wood or masonry fence at least 6 feet tall, so chain link is not that screen.
Pools: 1-1/4-inch pool mesh, since standard 2-inch chain link does not meet the pool code.
VINYL & COMPOSITE
A 6-foot vinyl privacy fence does two jobs in Highfill: it fences the yard, and it meets the screening rule for a boat, trailer or RV kept in a side or back yard.
Vinyl: solid privacy panels in white or tan with a heavier wall than big-box panels.
Composite: FenceTrac, SimTek, TimberTech and Trex systems.
Upkeep: Highfill requires fences to stay upright and keep their original finish, and vinyl has no finish to redo.

FARM & RANCH FENCES
Highfill allows barbed wire and electric fence only on lots of 2 acres or more.
Under 2 acres: woven field fence and no-climb horse fence hold animals without barbs or a charge.
What we build: field fence, high-tensile wire, no-climb, welded pipe and livestock panels.
Permit: we check with City Hall, (479) 736-5711, on what a farm fence needs before we quote.
GATE AUTOMATION
In Highfill a gate goes on the same permit as the fence, and near a corner it stays out of the 25-foot sight triangle.
Gate types: walk gates, estate swing gates, sliding gates and cantilever gates.
Openers: hard-wired or solar power, run by keypad, remote or phone.
RV access: if the fence is screening a boat, trailer or RV, we size a double drive gate so you can get it in and out.

Highfill Fence Rules Code & Permit Guide
Highfill keeps its fence rules in Title 14 of its Municipal Code, and it requires a fence permit. Fences can go to 8 feet, and the code covers construction, upkeep and corner lots. This is what the code says, and where it came from.
Building & InspectionsFence permit required. We handle the application for you.
How Tall Can My Fence Be?
Eight feet is the limit unless the Planning Commission signs off on more.
How tall can my fence be?
8 feet. The Planning Commission can approve a taller fence. Tennis court and other recreation fencing is exempt (Sec. 14.04.10).
Can my fence go in a setback?
Yes, if visibility stays clear. Highfill’s zoning code allows signs, fences and walls within setbacks as long as they do not block visibility.
Corner Lots
Highfill keeps a triangle open where two-way streets meet.
What about corner lots?
Keep a 25-foot triangle open. Where two-way streets meet at a corner lot, measure 25 feet along each street-side property line and join the two points. Inside that triangle, nothing can block vision between 2 and 8 feet above the curb (Sec. 14.04.10).
How It Has To Be Built
Highfill’s code goes further than height and spells out three construction rules.
Which side faces out?
The finished side. In residential districts, the posts and rails go on the inside of the fence or out of view. Two exceptions: the fence borders a nonresidential district, or the neighbor agrees to a plan that puts the posts on their side.
Do steel posts need a finish?
Galvanized or coated. Exposed steel has to be galvanized, or else carry a color finish coat that protects it from rust and corrosion.
How does a fence have to be kept up?
As built. A fence has to be kept upright and in its original finish. When a board, picket or post goes missing, it has to be replaced promptly with the same type and quality.
Barbed Wire, RVs And Businesses
Three more rules that involve a fence.
Are barbed wire and electric fences allowed?
Only on 2 acres or more. Highfill bans both barbed wire and electric fences on lots smaller than 2 acres (Sec. 14.04.10).
Do I need a fence for my RV, boat or trailer?
In a side or back yard, yes. A boat, trailer or RV kept in a side or rear yard has to be screened from neighboring land by a wall, fence or dense hedge at least 6 feet tall.
What if my home backs up to a business?
The business screens it. A C-2 business that borders a home or residential district has to put up and maintain an opaque wood or masonry fence at least 6 feet tall.
Permits
Highfill issues fence permits through its Building and Inspections office.
Do I need a permit for a fence?
Yes. Highfill’s residential permit application includes a fencing permit. The application goes to the city by email with a copy of the contractor’s license, and the permit has to be posted where it can be seen from the street before inspections.
Who can I ask?
City Hall, (479) 736-5711. Building questions and inspection scheduling go through City Hall.
Pools
Highfill’s zoning code leaves pool barriers to the state code, which sends them to the International Swimming Pool and Spa Code.
Does a pool need a permit?
Yes. Highfill’s residential permit application includes a swimming pool permit, and the barrier has to meet the rules below.
How tall does a pool fence have to be?
48 inches, measured on the outside of the fence, and that height has to hold for 3 feet out from the fence so nothing outside becomes a step up.
How big can the gaps be?
Smaller than a 4-inch ball. No opening may let a 4-inch sphere through, and the gap under the fence can be no more than 2 inches over grass or gravel, or 4 inches over concrete.
Can I use chain link around a pool?
Only small mesh. Chain link openings can be no larger than 1-3/4 inches, so standard 2-inch mesh does not qualify. We use 1-1/4-inch pool mesh.
Does it matter which side the rails are on?
Yes. If the tops of the horizontal rails are less than 45 inches apart, the rails go on the pool side and pickets can be no more than 1-3/4 inches apart. With rails 45 inches or more apart, pickets can be up to 4 inches apart.
What does the gate need?
Self-closing and self-latching. It must open away from the pool and take a lock, with the latch release at least 54 inches up unless the release is on the pool side. On a double gate, one leaf stays secured in place.
