WHO WE ARE
Don't Rely On Luck. Trust Your Neighbor.
Kismet Fence is a locally owned Licensed Contractor, No. 0446811126. Our shop is in Farmington, about 20 miles and 22 minutes from Lowell. We have built here before, including the cedar privacy fence on steel posts in the photo above.
Lowell sits in Benton County between Springdale and Rogers. It keeps its fence rules in one section of its zoning code: fences up to 8 feet, allowed inside setbacks as long as corners stay clear, with the posts and rails on your side.
Lowell also has a rule most towns do not: along a subdivision’s main roads, fences are meant to match in height, pattern, color and material. Before we replace a run along one of those streets, we check what the subdivision built.
Along Lowell’s arterial and collector streets, your fence is part of a matched row. The code has subdivision developers coordinate those fences, so we check what was built before replacing one.
Matching the look is the easy part. Making it last starts with deeper post holes.
Wood gates are built with metal frames and metal posts so they do not sag.
The workmanship is covered by warranty for the lifetime of the fence.

CUSTOM WOOD & PRIVACY FENCES
Lowell allows fences up to eight feet and asks for a building permit only above seven, so a six-foot privacy fence needs no permit.
Built here: the cedar privacy fence on steel posts at the top of this page is one of ours in Lowell.
Finished side out: posts and rails go on your side or out of view. Decorative columns and posts are the exception.
Main roads: along a subdivision’s arterial or collector street, fences are coordinated to share height, spacing, color and material, so we match what is there.
Styles: horizontal, board-on-board, shadowbox or side-by-side, in cedar or pressure-treated pine.
Corner lots: the 25-foot sight triangle stays clear between 2 and 8 feet.
See our cedar fences, pressure-treated pine fences, horizontal fences and steel post upgrade.
ORNAMENTAL STEEL & ALUMINUM
Lowell sets no separate front-yard height, and it lets a fence sit inside a setback as long as visibility is not blocked. Open metal fence suits corners and front runs for that reason.
Finish: exposed steel other than galvanized needs a color finish coat, and black ornamental steel has one.
Styles: aluminum in puppy picket, flat top or extended picket, and welded steel.
Pools: pools need a permit from Community Risk Reduction, and Lowell uses its adopted pool code for the barrier.

RESIDENTIAL & COMMERCIAL CHAIN LINK FENCES
Chain link under 7 feet needs no permit in Lowell, and galvanized mesh needs no finish coat under the steel rule.
Residential: galvanized or black vinyl-coated mesh for yards and dog runs.
Commercial: fences in commercial and industrial districts are exempt from the 8-foot limit, and we build heavier mesh with slats and security options for them.
Pools: 2-inch chain link is too open for a pool barrier, so we use 1-1/4-inch pool mesh.
VINYL & COMPOSITE
A vinyl or composite fence in Lowell follows the same section of code as wood: 8 feet at most, finished side out, kept upright and in its original condition.
Vinyl: privacy panels in white or tan, thicker in the wall than big-box panels.
Composite: FenceTrac, SimTek, Trex and TimberTech.
Along main roads: if the subdivision’s street-side fence is wood, a vinyl replacement may not match, so we check the covenants first.

FARM & RANCH FENCES
Lowell prohibits barbed wire and electric fence on any lot under two acres, so on a smaller place we build livestock fence without them.
Two acres or more: the ban stops at two acres. We check the lot size before quoting.
What we build: field fence, woven wire, no-climb horse fence, high-tensile wire and welded pipe.
GATE AUTOMATION
Lowell’s 8-foot limit and corner triangle apply to a gate the same as the fence, and decorative columns at a gate are exempt from the posts-inside rule.
Gate types: walk gates, estate swing gates, cantilever gates and sliding gates.
Openers: hard-wired or solar, with phone, remote or keypad control.
Permit: no permit is needed for a gate and fence 7 feet or under.

Lowell Fence Rules Code & Permit Guide
Lowell puts its fence rules in one section of its zoning code, Sec. 16-258, with the setback and corner rules beside it. The building code the city adopted decides permits, and a separate pool code decides what goes around a pool. This is what each one says, and where it came from.
Community Risk ReductionNo permit for a fence 7 feet or under. Taller fences and pools need a permit, (479) 770-2185.
How Tall Can My Fence Be?
Lowell sets one fence height in its zoning code, and it covers the whole lot.
What is the tallest fence Lowell allows at a house?
8 feet. Lowell’s zoning code says fences shall not exceed eight feet unless the Planning Commission approves more (Sec. 16-258). A fence over 7 feet also needs a building permit; see Permits below.
Is there a 3 or 4 foot front-yard limit in Lowell?
Not by the city. Lowell’s fence section sets no separate front-yard height, and the zoning code lets fences sit inside setbacks as long as they do not block visibility (Sec. 16-199). Covenants in your neighborhood can go further than the city does, so we read them first.
Can a fence ever go over 8 feet?
With Planning Commission approval. Fences in commercial and industrial districts, and fences around tennis courts and other recreational amenities, are exempt from the 8-foot limit.
Where Can A Fence Go?
Lowell lets a fence sit in a setback. Corners are where it gets careful.
Can my fence go inside the setback?
Yes. Fences, walls and signs may be placed within setbacks if they do not obstruct site visibility (Sec. 16-199).
What about corner lots?
Keep the sight triangle clear. Where two two-way streets meet at a corner lot, a triangle is measured 25 feet from the corner along each street-side property line, and nothing in it may block vision between 2 and 8 feet above the curb (Sec. 16-257). Lowell can make the triangle bigger where traffic safety needs it, and we keep the fence line outside it.
My back fence faces a main road. Does it have to match?
It may. Lowell’s code has subdivision developers coordinate fences along arterial and collector streets so they share the same height, spacing pattern, colors and materials (Sec. 16-258). Before we replace a run along one of those streets, we check what the subdivision built and what your covenants say.
Which Side Faces Out?
Lowell writes the finished-side rule into its zoning code.
Which side has to face the neighbors?
The finished side. Lowell requires posts and rails in residential districts to sit inside the fenced area, or to be hidden from anyone looking from outside (Sec. 16-258). Decorative columns and posts are the exception.
Are there exceptions?
Two. It does not apply to a fence bordering a nonresidential zoning district, or when the owner next door agrees to a plan with posts on the outside. Get that agreement in writing and send it to us before we build.
Do steel posts need a finish?
Yes, unless they are galvanized. Any exposed steel that is not galvanized has to have a color finish coat and be protected against rust and corrosion (Sec. 16-258).
What does Lowell expect for upkeep?
Upright and complete. Lowell requires fences to remain upright and in original condition, with missing boards, pickets or posts replaced promptly using the same type and quality of material (Sec. 16-258).
Permits
Lowell’s permit list has no fence permit. The building code the city adopted draws the line.
Will a 6-foot privacy fence need a Lowell permit?
No. Lowell adopted the 2021 International Residential Code, which exempts fences up to 7 feet tall from a building permit, and the city’s permit list has no separate fence permit.
What if the fence is taller than 7 feet?
Then it needs a building permit from Lowell’s Community Risk Reduction division, (479) 770-2185, and zoning still caps it at 8 feet without Planning Commission approval. When a fence needs a permit, we pull it for you.
Does no permit mean no rules?
No. Everything on this page applies with or without a permit: the 8-foot limit, the corner sight triangle, the finished side facing out and the barbed wire limit.
Pools
Lowell adopted the 2012 International Swimming Pool and Spa Code. Its barrier rules decide what goes around a pool here.
How tall does a pool fence have to be?
48 inches, measured on the side of the fence away from the pool.
How big can the gaps be?
Smaller than a 4-inch ball. No opening may let a 4-inch sphere through, and the gap under the fence can be no more than 2 inches, measured on the outside.
Can I use chain link around a pool?
Yes, with small enough mesh. The mesh can be no larger than a 2¼-inch square, unless slats fastened at the top or bottom bring the openings down to 1¾ inches.
Does it matter which side the rails are on?
Yes. If the horizontal rails are less than 45 inches apart, top to top, they go on the pool side, and the pickets can be no more than 1¾ inches apart.
What does the gate need?
Self-closing and self-latching, opening outward away from the pool. If the latch release is lower than 54 inches, it goes on the pool side of the gate at least 3 inches below the top, with no opening larger than ½ inch within 18 inches of it.
Does the pool need a permit?
Yes. Lowell takes a separate Swimming Pool Permit Application through Community Risk Reduction, and the barrier has to meet the rules above.
Barbed Wire And Electric Fences
Lowell draws this line by lot size.
Can I put up barbed wire or an electric fence?
Not on a lot under 2 acres. Barbed wire and electrified fences are prohibited on all lots of less than two acres (Sec. 16-258). At 2 acres and up, the city’s fence section does not prohibit them.
What can I use for animals on a smaller lot?
Woven wire, no-climb and field fence all work without barbs or a charge, and we build all three.
